About Us

The PWR Foundation is an incorporated 501(c)(3) nonprofit organization, formed in the state of Texas & named after and in memory of Phillip Wayne Rogers. Phil was born & raised in Freer, Texas, but Hallettsville was the community that he chose to raise his children in and make it his permanent home. He enjoyed being part of a small community, was a Vietnam veteran, and was very devoted to family. Phil loved music, western movies, baseball, dancing, and watching his kids & grandkids grow up. He worked at Kasper Wire Works in Shiner for 20 years, and coordinated the band schedule (along with bartending & Bingo-calling) at the SweetHome Hall on a weekly basis for years, until his health declined. He was married for over 44 years, before passing away at the age of 70 after years of suffering from severe COPD. Phil was often described as a hard-worker with a servant's heart. He was always looking out for other people and would give his last dollar to anyone in need. His family started this foundation as a way to keep his name and "giving spirit" alive for years to come.

The mission of the foundation is to provide diapers to families in need, primarily focusing on those who do not qualify for other forms of assistance programs. The PWR Foundation also hosts frequent fundraisers to be able to award scholarships to local high school graduates, residing within a 150-mile radius of Victoria, TX.
